No.
XV9 is in Imperial Armour: Apocalypse II.
It actually even says that on the XV9 page...

Very true. I've had my nose jammed in the IA series for the last week or so and got the Tau sources mixed up.

The commander version is still downloadable as a pdf on the FW website. I like the basic suits and run them in pairs. IA 3 has the XV 8x suits in and is pretty out of date, though there was mention of updates for the rules and lists for a lot of the older FW stuff at the last open day. How long that will take is anyones guess.
