So.. a Lash Whip says that an enemy model in base to base combat with a Tyranid with Lash Whips has his/her Initiative reduced to 1 until the end of the assault phase.

The GK Psychic Spell Quicksilver is used at start of GK Librarian's movement phase, if passed then Librarian can make a friendly unit in 6", or his own unit, Initiative 10 for the rest of the turn. How does one deal with this?

Is a buffed Librarian unit I10 or I1 vs Tyranid with Lash Whips?

The Lash Whip, in my reading of it will over rule the I10. IIRC the Lash Whip also overrides the Vanilla Marine Librarians power quickening(?) which makes the libby I10.

Based specifically on the faq, it would be the librarian striking first. Here's the faq question;

Q: If a model with Lash Whips is attacking a model
with an Initiative-boosting rule/piece of wargear (e.g.
Furious Charge, an Eldar Banshee Mask etc.), which
order are the Initiatives modified?
A: The Lash Whips will reduce an enemy model’s
initiative to 1 before any other modifiers are
applied. So, a model with Furious Charge that
assaults a Tyranid with Lash Whips will strike at
Initiative 2, and an Eldar with a Banshee Mask will
strike at Initiative 10 in the first round of assault.

I agree it's kinda like overkill it reduces the base INT to 1 modifers come after.

The Nid FAQ was pretty much a failure in my opinion. They reduced the effectiveness of items across the board that no one had questions about (shadows in the warp?), with the only 'good' ruling as it were being that Mawlocs can infact deepstrike on an enemy to use their special rule.

Simply lash whips are applied first then any other modification occurs. +1 for fc +2 for halbrads I10 for banshee mask etc. Nids pretty much get the shaft on ruleings

After reading what you guys said wouldn't it be Int 1 still. If the psychic power goes off in the movement phase (meaning the grey knights are Int 10 from the beginning of the turn) and the lash whips affect the model at the beginning of the assault phase won't it knock them down anyways? Because the furious charge, Banshee mask and the Librarian quickening all happens during the assault phase. But the GK power happens at during the movement.

If it were not Tyranids, you would be correct.

The FAQ says Lashwhips happen first.

"It is not the bullet with your name on it that should worry you, it's the one labeled "To whom it may concern. . ."
