Now just to explain, I know the Harlies can't take a transport, but the Fire Dragons can and units don't need to be deployed in the transport nor anywhere near it, so deploy the Serpent and the Harlies and you wave a WS with the Veil of Tears effect to boot =D, but other wise if i can't do that (because DOW deployment and bad rolls for reserve etc) i'll just use the falcon as a gun boat and the Harlies can foot slog, moving through cover because they couldn't care less that it is there. Both Farseers in the Seer council, mind war to take out that forever annoying Power fist in a squad (or something equally painful) while the other just buffs, i had considered giving both seers Fortune just in case one fails there is a back up (i've noticed that when Fortune fails the council just dies...) but then that's just an idea, not sure how well it would work.

anyway tell me what you think, good? bad? or total crap?

For a jetbike list, you don't have many jetbikes. You don't have embolden locks in your jetbike squads. If you plan on using jetbikes to hold objectives, they need embolden, and a 3 point singing spear is a great transport popper.

Fire dragons in a falcon is a typical novice mistake, we see it here every week. Falcons sit at the back and shoot. Fire dragons blow up the big armor then generally die. The falcon does not get them there well. Wave serpents are cheap and more defensive, and much less threatening aside the cargo. Give the dragons a dragon wagon (serpent, TL cannon, 100 points) and call it a day, stick some DAs into the Falcon (60 point DAVU - 5 man squad with no upgrades, makes your falcon/serpent scoring).

Fire dragons don't need an exarch either. Just take 5, keep them cheap, they do their job just fine without the boss around. They're just going to die when your opponent realizes that the 5 melta troops with T3 and 4+ saves in the middle of his tank line can do the same thing with melta bombs next turn, too!

Banshees don't belong. Its a jetbike list. Stop using slow CC troops that die really quickly if unsupported. If you need more assault, get a second seer council, or just a bigger one.

Don't be afraid to take warlocks in the council without powers - 4 destructors is right at the "might be too much" point, and you don't want to waste points.

Both farseers in one unit is a waste. 170 points for power fist removal is a little excessive - drop him to guideseer duties in the falcon, or drop him completely. If you take a second council, gear him up like the doom/fortune one.

Harlequins get the same treatment as the banshees. If you're playing jetbikes, you'll really notice when one unit can't move 24" on demand. They're more of a nuisance than a boon, and as before, if you need more assault, buff or duplicate the seer council. Yes, they're cool. Very cool. But they don't belong in this list. Put them next to your avatar and eldrad for your "one day when I play foot'dar" list.

I wholly support the jetbike playstyle. In objective games, you will be proactive and dominating, and in annihilation you will divide and conquer. 90% of the time you should use your council on the flanks and be in assault by turn 2. If its dawn of war, abuse night fighting in turn 1 and get the free fortune off, then multi assault in turn 2. You just need to tweak the list to get your council the support it needs, and the bodies it needs, to do the damage it is so rightfully feared for.

i did say the non jetbike stuff were in transports, it would a be a waste to not use any elites. I can under stand the the excess farseer, but i'm thinking that guide isn't the power it should have (i mean i have no spears and i prefer the extra attack in close combat [feel free to say something if you think i'm wrong] ) so either i lose him or have him as a Fourtune back up, with Mind war and Runes of Warding. how many troops do you think i need? if you think i should remove something to add more (like a DA squad or another squad of jetbikes). The idea of Locks with the Guardians is interesting, 50 points for a CC jetbike for a long range squad, i guess it would be a good idea for hold objectives but i don't know what get rid of (The elites are there for a reason, if i go pure jetbike ie nothing but jetbikes: i'd lose all the time, you need hard hitting units which is why they're in transports to get them across faster). I'm not a novice btw, i'm trying a new idea for my eldar army and i've asked for help.

anyway, more to the point what would you get rid of?
