Does Lysander's Bolter Drill apply to Kantor's Dorn's Arrow? In the description of the gun, it calls it an "ancient and venerated storm bolter". Would this allow the re-rolls?

No, it is not a stormbolter. It's a Dorns Arrow. Fluff / rules

Despite having both Kantor and and Lysander, our gaming group has a general rule that if the weapon has a unique name, such as Dorn's Arrow, it cannot be affected by any other rule.
Of course, that is just what we use, but I would say no, so I would go with nosferatu1001. You may want another user to give their two cents here, though.

Too bad lysander's rule doesn't effect "Ancient and venerated" storm bolters as well as the regular kind.
Dorns arrow is not a Storm bolter as far as rules are concerned. Anyone who wants to try and claim otherwise via fluff are going to get either my above statement, or every storm bolter in my army will be fired at S4, AP4, Assault 4.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

Under Kantors entry in the back of the book, the wargear is listed as "Dorns Arrow", so Lysanders bolter drill will NO effect it. It would not effect the Gauntlets of Ultramar either, even though they are essentially inegrated storm bolters.
