Here is the situation. (I think i know the answer but I need to double check, I don't want to tell the kid the wrong answer).
I hit a Revenger with a 2 handed throw. I win the strength check. The Revenger goes x distance, and my jack gets knocked back and inch. Is this correct?

I believe you are correct by the wording of Repel. You still have to hit with the DHT which triggers the knockback effect.

So does he get knocked back, thus canceling out the throw?
...get knocked back before throwing, thus reducing the throw distance?
...or throw and get knocked back, thus they kinda go opposite ways?

Repel - when this model hits an enemy model with this weapon during its activation, the model hit is pushed one inch directly away from this model. When this model is hit with a melee attack made by a model in its front arc, after the attack is resolved the attacking model is pushed one inch directly away from this model. This model loses repel while thie weapon system is crippled or locked.
Short story, it kicks into effect after the attack is resolved. If it worked any other way, any model without reach would never be able to damage anything with a repulsor shield...you can see the implications.
You'd throw the guy first, resolve that and then bounce back one inch directly away. It's odd, but that's how it works if I read it right.

You said you landed a double handed throw on the model with repulse right... it has no effect on this attack at all, as it only takes effect when he hit's you, not when you hit him! Automatically Appended Next Post: ...further more, if he tried a power attack on you, as in the ravenger tried to hit you with a power attack it would have no effect either. It only works when the attack is made with that weapon (i.e.the sheild, not a head but, or the open hand attached to the arm holding the shield, but an attack which uses the sheilds P+S), power attacks are not using that weapon.
