A psyker with higher mastery levels can use more than one power per turn.

Can that same pysker use the same power twice. If they can't, please could you direct my attention to the relevant rules?

yes you can use the same power more than once because in the BRB it only states that you can't use more that one PSA, it says nothing about it. in the INAT FAQ they did cover it. page 9.

RB.50C.01 – Q: Can a Psyker who is able to use more
than one psychic power per turn use the same power
more than once in a turn?
A: Unless specified otherwise, a psyker can only use any
given psychic shooting attack once per turn [RAW]. There
is however, no such general restriction on psychic powers
that aren‟t shooting attacks [clarification].

Define slim? You'd need to roll the scatter direction die, which then needs to point towards the libbies unit. Then you'd need to roll a 5 or 6. I think its a slim chance that something would go wrong.

Until you realise that (sadly) "The Summoning" power does not count as teleporting, only deep-striking, which the teleport homer does not help.

That sucks ass.
GKs are to few and to expensive to rely on ork 50-50 risk strategies ffs.

At least it works for deepstriking via teleport terminators and taking those skulls will be pretty mandatory for summining libbies.

There's still Mystics if you really want to avoid Deep Strike scatter from the Summoning. You'll need to take an Inquisitor as your second HQ though.
