Would the +1 strength from the Eye of the Gods table help against strength tests? Same for other improvements.
Considering it's a permanent [not necessarily with the shrine, but otherwise] change to the statistic, it seems like it does.

As long as it's a unconditioned increase (as opposed to, say, a greatsword that specifically states it applies in close combat), you get it as long as you have that increase. Similar examples are the Beastman magical banner that gives +1S. The bonus from a Potion of Strength would apply to tests made duing its effects as well.

Oh really? So things like the sword of might, which says you get +1 S as opposed to "close combat attacks are made at +1 S" would help as well?

and, if the Warshrine is killed when it has an effect up, the effect stays on the affected unit.

Sword of Might is a bad example. You use the points cost from your Army book, but the rules from the BRB for common magic items, and I believe Sword of Might has been "fixed" in that sense to only apply when striking with it in combat.
Also, this (kind of contradictory) FAQ:
Q: When does a weapon that gives a bonus to a characteristic give that bonus?(p4)
A: Most weapons, including magic weapons, state when the
bonus is given. For example, a model with the Fencer’s
Blades will always have Weapon Skill 10 whilst a model with
a great weapon will only have +2 Strength when striking an
enemy in close combat. When a weapon does not say when
the characteristic bonus applies, then it only applies when
striking, or being struck, in close combat.

nope it states in the army book that when the warshrine is removed the effect it gave disappears too

From the Warriors FAQ:
Q. If the Warshrine is destroyed or otherwise removed from play,
does the last unit to be blessed by it retain the gift? (p58)
A. Yes.
