First thing first. Welcome to dakka and the guard!

On your list though, you're all over the place on infantry versus tank. A healthy mix is fun, but less competitive. What do you see your guardsmen accomplishing?

Troops:
Are you planing on putting the 2 sets of 4 infantry squads together? you may be better of creating a "power blob" and separate Heavy Weapon Squad for auto cannons. Saturating the field with target units can work great when your opponent doesn't bring much, however, you'll watch the assaulted squads disappear each turn. To make it work you'll need to have more of a punch on any countering squads.
The strength to the platoon command squad is their ability to take 4 special weapons, making sure to upgrade them like you did the Company command squad will make them more useful. Against someone with a bunch of elite cc's, 4 flamers can do wonders. Just set up a decoy squad, and when it dies on their assault, catch them with their pants down. This strategy if hilariously fun, but does get you in the habit of paying for points that are just there to die. If you really like the idea of using a ton of expendable infantry squads I would suggest dropping your second platoon for some vets with better weaponry, hide them behind the squishy first rank. When your first rank vanishes have flamers melt face and the vets chew up whats left of your assailants with special weapons fire. Its not the most effective, but its fun. For more crazy fun, upgrade vets to demolitions or use SWS with 2 flamers and a demo charge, it can prove beautifully destructive (and equally self destructive).

P.s. Melta and plasma are your friends against MEQ - melta causes ID on a lot of things.

FA:
I'm not a fan of the devil dog, if you want long range melta I'd suggest multimelta sponsons on the demolisher. Sticking to the counter strike side of things, a bane wolf and make entire squads of MEQ's disappear if you can keep it safe.

HS:
All around very good.
How many Tanks are in your Russ Squadron and is that a hull HB or HB sponsons? Either way Leman Russ rocks, of your squadron is 2 or 3 I would use another HS slot and split them up for survivability and target options.
Demolisher's are also your friends, again though, HB sponson? or Hull?

Over all you just need to decide what it is you envision all those Infantry Squads doing. I'm glad to see someone breaking out of the all Mech or all Foot classics of the guard, the guard have some crazy options and can be unbelievably fun.

IF you can scrounge up the points for a commissar and power weapons for the 4 combined squads it will make them punch, and punch hard. Sticking close to your theme maybe something like this:

HQ CC 4x plasma guns (good, dropped Plasma Pistol to get back 10 points)
Platoon 1
HQ 4x flamers (good)
3 Squads combined (commissar, 4 power weapons, 3 melta)
2 Squads (Bait) <-- yum yum chaos eats (moved here to removed 2nd platoon)
2 Hev weapon teams 3x las cannons 3x AC (good)

1 vet Squad 3 Melta + demolitions (trap)
1 vet Squad 3 Plasma guns + demolitions in a Chimera (trap)

1 Leman russ tank with 1 LC hull (split for survivability and target choice)
1 Leman russ tank with hull HB
1 Leman russ Demolisher hull HB

Something like that, i think it may be over by 5 points though.

At the very least it should be some good fun. Cover your front with the bait squads, have them go to ground (with order) if they look like they're going to bring a lot of shooting. Once you force them to attack the bait (as chaos that means kill it too) you should be able to flame, melta, blast and plasma a bunch apart and tie up what ever is left with your blob. It wont be pretty and you'll see a lot of carnage... but its going to be fun.
