Does the weaken resolve affect fearless units at all? whats the best way to use this unit? worth the extra points to make the soulstorm stronger?

If the fearless unit has psychic powers that will work some time in your shooting or assault phase, eg force weapon activation, then the penalty from weaken resolve would affect the psychic test. Fearless automatically passes morale and pinning but has no effect on any other kind of leadership test. A faithful independent character in a witch hunter army trying to use acts of faith in the assault phase would be affected for the purpose of the test of faith roll even if under the influence of the sacred banner of the order militant. There are some potentially useful things you could do in Apocalypse by mixing in units from other armies - Mind War springs to mind. The more common usage of Weaken Resolve to break or pin enemy units would not work on fearless units.

IMHO ,I believe the Weaken resolve doesn't affect Fearless units at all.
Against non-fearless deathstar units, termie units in some situations..
This is for the Soulstorm question: Only one way I could think of, increase the psyker number to max it's size, like 9 psykers in a unit. That meant str9, then variable AP.

What's your basis for that? Fearless had nothing to do with a LD stat which the power lowers. Stubborn details that you can always test on your LD stat for morale checks, way different than fearless.
So yes it does lower their LD, but they always pass morale checks.
I think soulstorm is most cost effect at 6 models. Wounds MEQs on a 2+, and 50% of the time it will be ap3 or better. And when you do use weaken resolve -6 LD is usually good enough.

Weaken Resolve also affects Stubborn units. Stubborn only applies to Morale tests. All other leadership tests, including pinning, can still be modified even if the unit is stubborn.

true, so you can still pin at the lower LD which is useful. and you used to be able to use the callidus assisans template, but that has gone the way of the poodle.

Wait, can anybody clear it up then. When is Weaken resolve actually effective at?
When I was battling it out with my buddy an Ork player, there was this group of Boys attacking and I attempted to use WR on them, my buddy says I cant because they're Stubborn or something, they have this Mob rule? Where they're always passing Leadership tests till they're less than 11.

As I recall, the Mob Rule lets you substitute the Ork's intrinsic leadership value for the number of boyz in the mob, and if you have more than 10 boyz in a mob, the mob is fearless. However, I do not think they get Stubborn...stubborn would indeed negate any negative leadership modifier, so WR wouldn't work at all.
Weaken Resolve is best at selectively making units run away. Cast weaken resolve on a backfield Devastator Squad, drop a basilisk shell on them and watch them run away crying. Or, cast it on a charging Deatshtar, drop a Basilisk shell down on them to pin them for a turn. One particularly nasty trick that was available under the old allies rules was to use Weaken Resolve with the Callidus Assassin's Nerual Shredder to absolutely devastate anything.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.

Fearless and Stubborn don't literally make the unit immune to weaken resolve. They just block off the most common uses. If you're trying to reduce enemy leadership for any purpose other than morale or pinning tests then Fearless won't help. Fearless makes you automatically pass morale and pinning tests, and those are the most common leadership tests in 40k, but that is all it does. Stubborn likewise does not make you immune to negative leadership modifiers. Stubborn units always take morale tests on unmodified leadership, but any other leadership test would use the modified score. In summary, weaken resolve won't help you if you're trying to make a Fearless or Stubborn unit fail a morale test and it won't help you make a Fearless unit fail a pinning test. If you have some other reason for applying a leadership modifier it will work just fine, though those reasons aren't terribly common. You can't use Weaken Resolve to support a tank shock. Weaken Resolve is cast in the shooting phase, tank shocks happen in the movement phase.

The rulebook clearly explains how stubborn works. It only affects morale checks.
