Yup. It had rules for making 'pure' legion lists, such as All Iron Warriors or all World eaters. It had a billion options for every unit, such a veteran slots, marks, unique wargear for champions and absurdly customizable Lords.

In fact, it's kinda sad how much 5th edition stuff they lifted from it and gave to Space Marines. Daemonic Rune became the SW Saga of the Bear. Dark Blades became SM Relic Blades. Spiky Bits became Digital Weapons...

Just remember there are *3* versions of the dex. The latest has oblits at T4(5) and removes a bezerker glaive line (prohibits you taking wings, essentially, so you couldnt have a winged, cavalry Khorne lord with 10 or so attacks...)

You will also soon work out why Siren bike princes were so horrible, when you remember 3rd and 4th did not let you target ICs unless they were the closest unit....
