The other day I was playing with this guy, he was using Daemon Hunters or something, and during on of my assaulting phases, he suddenly declares that his squad (for got which) had this tempate weapon which could be shot out of phase, aka any time during the game. I have never encountered this kind of rule before and being a gentlemen, let it past...

Template or Blast?
If he was using GK then they have a Blast power, holocaust, which can be used in the assault phase.
In addition they have access to mystics, which let them shoot at units that deepstrike near them.
If in doubt - ask them to show it you in their codex. You can do this and still be a gentleman - mainly exclaiming "wow, thats seems awesome - can you show me what it is?" is usually enough to get a genuine person to show it you.

i don't belive the new Gk codex doesn't have any power like this.
the old DH codex had a power called the Holocaust which was a large blast templet placed in BtB with the user of the power.
it however was used at I1 in the assault phase so everyone would have gotten to swing. and it would go at the same time as PFs.
