I understand Eldrad can get away with this with his psychic powers, but can Mephiston being able to use 3 powers per turn can cast unleash rage, fail, then cast sanguine sword, then try to recast unleash rage? It doesnt say anything about only being able to use a power once per turn.

I don't play Blood Angels, but I know that in the Space Marine codex, you are allowed to "attempt" using a Psychic Power a second (or even a third time, depending on which Librarian you're using), so long as any prior attempts have failed to use them.

So in your example, where the first attempt of "Unleash Rage" fails, it can be attempted again should you choose to do so.

You can try to cast the same power again, as long as it isnt a shooting power.
