I'm going to have to say Dark Millenium. It added a ton of new vehicles and wargear to the game, as well as introducing psychic powers - the most fun being Da Crunch.

Spearhead is really a fun expansion if you give it a try. I like playing longways on the table.

In my opinion, what kills all the creativity with alternate ways to play is the tournament scene.

If GW would saction tournaments for city fight, spearhead etc. Then people would play those games.

Of all of the expansions he OP has listed, Planetstrike is probably the easiest for a beginner. The reason simply the relative lack of models required.

In terms of overall fun, I'm tied between Apocalypse and Cities of Death. While I've yet to do an actual CoD game, I just love to play on urban boards. Apocalypse is fun, but the set up time can be pretty insane. That's why I only get a couple of those games in in a year.

Both Apocalypse and Cities of Death require models though and that's not always the easiest thing for a beginner. Cities of Death really does require some terrain and Apocalypse requires stuff; both in terms of regular models and (possibly) big stuff. I generally recommend at least one super-heavy per side just to soak points in Apocalypse, but that may be influenced by my not wanting to move 500 Orks around a table.

While I think apocalypse is the most fun, Planet Strike is the easiest for a beginner (both rules wise and models wise) as the rules are not terribly hard and a game can be played using normal sized forces (1500-2000). I would just find some stuff to count as bastions. That said, it is easy to abuse the "the defender sets up terrain" rule. If you get too competitive than Planet Strike is not fun because you can just completely bone the attacker by making everything dangerous terrain. Have some sense and just blast away at each other. The way I describe the game is like apocalypse at normal points. At the end of a successful game of Planet Strike almost everything should be dead on both sides and should come down to the wire.
