It says that you may not target someone in a vehicle, but if you are in a vehicle can you use this power to shoot without needing fire points?

i agree that you would normally need a fire point to shoot but the exceptions is this; models in transports still count as being on the battlefeild but can't shoot or be shot at due to line of sight being blocked by he transport. however the astral aim power lets you fire without needing line of sight.

In order to fire from a vehicle you need a firepoint OR you need to be open topped

LOS is entirely irrelevant to this - so no, you CANNOT fire using astral aim if youre in a vehicle with no firepoints.

Addendum: nor with more models than available fire points.

no firepoints = no firing.

It has nothing to do with LoS. Astral aim allows you to fire without LoS, but you can't t fire so no firing with astral aim anymore than firing from reserve, with weapons you don't have or once you've died, or into or outfrom assault or all the other incidences when you can't fire!
