I was rereading the IG codex, and noticed that under the platoon section, it says that any infantry unit with the * can only be chosen as part of a platoon, not individually. This seems to imply that other infantry units, like veterans, have the option of being solo units or part of a platoon.

Can veterans be chosen as part of a platoon, instead of seperate troop units?

No. The top of page 96 lists everything that can possibly be taken as part of an infantry platoon.

The Infantry Platoon entry is very clear about what units and how many may be included. The *comment simply makes it clear that those units may not be chosen outwith a platoon.
