Opps I wanted to do write in.
YOur choice mate. Tyranids will definately break your bank, in that they cost alot of money. A single battle force costs 100$ and grey knights have small elite units and don't really cost that much compared to tyranids.
If you want to be a space marine player go ahead. I suggest Vanilla we have too many space wolves, blood angels as it is..

You can probably get a good amount of cheap Orks off of ebay if you want to go that route. They're definitely fun to play by my book...

"Fun to play as" is hard to answer, because it's completely subjective.
"Cool looking when painted" is also subjective, but I think you'll find a general consensus on the GK's having some of the nicest looking models in the game.
"Not expensive" is probably the GK's again. You can make a reasonably cheap Tyranid list, but generally they need a lot of models which translates to a lot of coin.

Well based on the description of the army you would like to play, I hate to break it to you, but almost all of the forces can fit these requirements if planned out properly.
But since you have GK up there in your poll, I'll just say GK.
