If I bolster a ruins that is tall enough to give my dreadnought cover, do I get a 3+ cover save?

Short answer.... yes. A vehicle claims the same save as the cover that is obscuring it.

As long as 50% of the dreadnaught is not visible, you get the 3+ roll for it.

Really? I thought vehicles had their own rules for cover and those rules specify a 4+ cover save not tied in anyway to the terrain that is granting it...

You would be incorrect then. "it may take a cover save against it, exactly like a non-vehicle model would do against a wound (for example,a save of 5+ for a hedge, 4+ for a building, 3+ for a fortification, and so on)." P62

You're thinking of "If a special rule or a piece of wargear confers to a vehicle the ability of being obscured even if in the open, this is a 4+ cover save, unless specified otherwise in the codex." P62

Scott is exactly correct; but I just want to add 1 thing: Most terrain features grant a 4+ cover save, in fact I have rarely seen tables that didn't have almost all 4+ terrain especially terrain that is large enough to cover 50%+ of walkers/other vehicles(Razor wire is not going to block 50%+LOS to any vehicle, nor most hedges, crops, bushes, etc; A "fence" might).

Basically the few terrain features that would grant less than a 4+; generally cannot do so to vehicles.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.
