It's a rules interpretation thing. Does Coteaz making them troops and removing the restriction of 1 squad per inquisitor override them not taking up a FOC slot? RAW currently you can argue no, but I personally think that's an oversight and will be Errata'd or FAQ'd so that army lists like the one posted won't be possible.

I vote none, just because certain units will just WRECK this army. with so little cc potential this army will be destroyed by fast outflankers, mass templates, units that can assault out of deepstrike and such (namely VV and ymargl), and armies that can throw out 200+ bodies at once. I don't think this is even sllightly competitive and honestly relies on the right match up to win. Good job you popped every transport on the board and now have a bunch of angry guys ready to either shoot or assault you.
