So, reading through the Grey Knights codex (and please, no moaning about how you dislike it here, this isn't the place) I started thinking, if I have a GKGM in reserves, could he use the psychic power "Psychic Communion" to affect his own reserves rolls? I can't find anything about models not being allowed to use psychic powers when in reserves anywhere, just the fact that most other psychic powers have phisical limitations on where and when they work.

no. its somewhere in the BRB i think, and it has to do with how a unit has to be in play on the board in order to do anything.

There is no rule that specifically says that units in Reserve can not do anything. The closest you'll get is this entry from the Rulebook FAQ:
Rulebook FAQ wrote:
Q: If a unit is in reserve, and it has an ability that occurs at
the start of a turn can they use that ability on the turn they
arrive? (p94)
A: No. Unless specifically stated otherwise
The general assumption is that units in Reserve are not yet taking part in the game, and so can not take any actions.

Just like there's no clear FAQ answer stating that units in reserve aren't allowed to fire at units on the table.
Here's a really fun bit of theory.
Random psycher and IC in reserves. Psyker somehow manages to get perils of the warp twice, dies, and then the IC fails his morale check. So now you have a unit in reserves that's supposed to fall back.

Psychic Communion isn't cast in the shooting phase, so there'd be no morale test. In the case of another epic failure, the IC wouldn't die as it hasn't run off the table.
EDIT: Furthermore, the reason reserves can't shoot is that you've got no single place to measure range from. Psychic Communion doesn't need any range, as it effects your entire phase.

There's no clear, written-in-stone RAW answer... but you'll find you run into all sorts of problems if you seriously start insisting that your opponent should let you do this.
Again, the very clear intimation is that models off the board are not currently participating in the game. It's not clearly written, but it's very clearly implied.
