Get the codex first.(And the rulebook if you don't have that already)
Then start building an army after you have gone through your codex once or twice.
If you can get/have the Assault on Black Reach set then try to play a few games with someone to get a feel for the game.

My advice is to get the space marine paint set and see if you like making them. If they're no fun to paint, then don't get them, cousin.

Hm, thats a very good idea MuffinMan. Never thought of that...

I would do what other people have suggested; split an Assault on Black Reach box if you can. You get the templates, some dice, and the rule book. Eventually you'll want a codex (most likely pretty quick after AoBR). You might even want more dice after that even. But other than more models, you should be good to go. Oh, and get a cheap tape measure at Walmart or something. If you're interested in army transports, Walmart also has a cheap pistol case for like 10 dollars which holds a great amount.

But back to the OP:

Buy the Assault on Black Reach box set. You get a mini rulebook and plenty of marines. Trade the orks for some more marines, or get someone to go in half on the price.

Buy the Space Marine codex and you should be set for a bit. Give it a read and do some research on your army to find out what units you will need to pick up next.

Dont forget to take the flash off your models, GW are poor mold makers, and flash looks terrible...
Also, if you want a big army, and cheap, try making a mold of the sprue and cast it in resin, that way you can have a lot of troops for a minimal cost. And try buying Airfix tanks instead of GW's awful WW1 copies, they are far too expensive for what they are and they are a travesty, much like GW's entire range.
And the game itself is far too lame to be much good, what with both sides having equal points and an equal chance for victory, It's ludicrous.
GW have a lot to learn about gaming. And even more to learn about business.
