If I have a storm raven that turbo-boosts and gets a 4+ Cover save, could I then use SoS to grant it an additional 5+ saves as it technically is a psychic power in the event that it fails the 4+ save?

You can only ever use your best save. If the storm raven is hit by something that would deny a cover save (templates, CC, weapons ignoring cover), it would still have a 5++ save.

There is a (valid) discussion whether vehicles can uses normal saves at all, I simply assume they can.

No, you simply have 2 cover saves, and you must use the BEST save possible.

Shield is definitely a cover save. You may be thinking of flickerfields, whcih give an invulnerable save
