Normally, no, but High Elves have been FAQ'd to grant them that ability. Basically, High Elves ignore the fact they are wielding weapons with ASL.
I suggest you don't believe anything posted by thedarkavenger unless confirmed by other regular posters here at Dakka. He has shown he is incapable of basic English comprehension.
The book specifies that a model with both rules cancel each other and the model gets neither rule (except high elves who get ASF always even when wielding a weapons with ASL)
in your case high elves with a higher I than their target will get to re-roll to hit.
