Unless you play Black Templars, in which case they're really useful as abalative wounds and extra attacks.

Outflanking with a power fist can be pretty fun, but their crappy guard BS prevents them from being too reliable. Throw them in a LS Storm and outflank or use its scout move for a first turn assault.
I use mine as a harassment unit. It's fluffy.

i find them good for getting objectives when you infiltrate. related, they are good for holding objectives that are in cover, the 3 points for each cammo cloak is worth it. done it with a techmarine, bolstered the building, and cammo cloaks. 2+ cover save.

I often use a 85 point squad with bolters and heavy bolters. They function as a midfield harassment unit that has the side benefit of keeping scout movement away from things I care about. The small 2+ blast has killed enough enemies that I can say they on average get their points back (which my tacs can't say the same about...). Even in games where they don't do that well, they have usually absorbed fire/served as a valuable distraction unit.
At low points, like 750, I take 1 full tac squad and one scout squad, that way I still have points for fire support units, and can score with 3 units by combat squading the tacs.
