As the title suggests. Do some just cause to much of a hassle to explain your way? Despite trying a roll-off?

I really don't understand what's complicated about how the Manticore works...

But as to the OP, the people I game with are generally not WAAC, rule abusing, power gamers. If there's some kind of ambiguity, we double check the rule book, and either use the Rule of Destruction*, or use a roll off.

*I can't remember the actual name we use, but its the rule that states whatever ruling causes the most mayhem wins.

I know about the D3 blasts ... 4 missiles per game ... etc. But one item. I've always played it as if it were a unit with multiple barrage weapons. Under the same heading in the BRB. I've been told that since it's a single unit, it doesn't fall under it. As in any additional blasts scatter in their own direction. Is it the common reading as I have it?

Eldar Exarch with the multiple shot barrage weapon was ruled in a FAQ to follow the multiple barrage weapons rule. While that ruling isn't anywhere except there, it's likely that it should apply to other multiple shot barrage weapons. By no means bullet-proof though, as the Eldar ruling is quite specific.
