According to FAQ below,
Q: What are ‘magical attacks’? (p68)
A: All attacks made by spells and magic items are considered
to be magical attacks, as are all attacks that are specifically
noted as being magical attacks. Shots fired from magical items
are also considered to be magical attacks, unless their
description specifically states otherwise. Hits inflicted by rolls
on the Miscast table are treated as magical attacks.
- Do magical banners such as Banner of Eternal Flame / Razor Standart grant magical attacks?
- Or, does a shadow spell "Okkams' Mindrazor" grant magical attacks?
It's important to know while playing against especially Vampire or Wood Elves.

No they dont.
The banner of the eternal flame grants flaming attacks, not flaming magical attacks.
The mindrazor spell simply changes the way you calculate your to damage roll, it doesnt also make your attacks magical.

No. Both of these situations are pretty confusing ones though. With, say, Wyssan's Wildform, you can see why they're regular attacks: the guys' arms just got more muscley.
But when a flag causes flames to flicker down the length of your blade...I suppose you could argue that the magic lies in the conjuring of fire, but the fire's just reg'lar fire.
When a wizard makes illusionary weapons to replace your regular ones, though...well, it sure seems like they'd be magical.
Nope. Not unless they say so.

I think FAQ idicates that if attacks (flaming / armor piercing attacks) made by magical items they are magical.
Let's think about; mundane weapons turn into flaming/burning weapons just because of the magical banner.
Isn't that magical?

The answer is no unless it specifies so.
For example the Enchanted Blades of Aiban spell does grant magical attacks.
