If I give a Night Goblin Great Shaman (Level 4) a Wizarding Hat does he;

A. Become a level 2 wizard only?
A.1 If so does he lose spells, casting bonus, or both?
(Obviously in this case the Level 4 upgrade is a waste of 35 points)

B. Remain a Level 4, simply adding 2 more spells (My good sense tells me this is true)

C. Becomes both a level 4 (for modifier purposes) for Little Waaugh spells, and a level 2 (for modifier purposes) when casting the spells granted by the Hat. This could be supported by the difference in language (He's a level 4 shaman, and a level 2 wizard.)

D. Become a level 6 caster with a +6 to casting rolls (!!!)

In any case I assume (feel free to correct me if you think otherwise) that the Magic Mushrooms rule applies to anything he casts, but that a night goblin warboss who happens to be a caster via the hat does not.

Here is the ruleslawyery argument in favor of the warboss rule just for reference:

The BRB states that wizards, shaman, ect. are all the same thing. Hence a night goblin warboss who gets the hat becomes a night goblin shaman. The entry for Night Goblin Shaman states that a night goblin shaman casting a spell must roll another d6....

He is a level 2 only, meaning he loses spells. Put it on a non-caster lord instead.

As for the 2nd half of your question;
Does a night goblin warboss with the hat get/must use the extra D6's for the mushrooms?

Ogre Tyrants with the hat do not roll on the gut magic miscast table, which seems to show that all wizards are not the same.

All shaman are wizards, and the hat makes you a wizard; but that does not mean all wizards are shaman.
I would say a character with the Hat does not get the use of mushrooms.

I think the issue is what would a Liche Priest or Tomb King do with the hat - they would become a level 2 wizard that wouldn't suffer from miscast and always cast their spell.

The goblin would only be a level 2 (which would make the points for a lvl 4 wasted) and if you put the hat on a warboss, he would not get the shroom bonus as he doesn't actually have that rule, unlike the shaman himself.

Well...I think these are all different, no?

- Butchers/Slaughtermasters: something in their description says "they're wizards, but different for these reasons:...", which, when they become regular wizards, gets ignored, right?

- Liche Priests/Tomb Kings: their Incantations and stuff have special rules, but they, themselves, do not. Yes?

- Gobbo shamans have a separate, independent rule about Mushrooms. So, they become Gobbo Wizards, so their magic changes, but they still have that rule, hmm?

Honestly, if my opponent wants to spend 200+ pts on a lvl2 wizard that gets an extra die/spell and might hurt himself and auto-break his concentration, I'm cool with it.

A goblin warboss makes for an awesome level 2 wizard. Not much more than most level 2's, but good selection of mounts, armor, weapons, and 4 attacks with 3 wounds. It's kind of like having a chaos sorcerers kid brother.

A Warboss wearing a Hat doesn't become a "Goblin Shaman." Goblin Shaman has a very specific meaning, along with a bunch of very specific stats & costs; the Warboss is just a Wizard.

As to whether a Great Shaman wearing the Hat retains magic 'shrooms, I'd need the exact wording on the 'shrooms in front of me - if, for example, it specifies that he gets an extra die when casting any Little Waagh spells, it'd be clear that wouldn't apply to spells gained from the Hat.

...right. I was talking specifically about Shamans. A Warboss would be a better choice, of course, but the OP is talking about what the Wizarding Hat does to the Shaman, and others have brought up what it does to other unique wizards.

So, anyway: can we get a quote on the Mushroom rule (and, hey, why not the Tomb Kings ones, if it's really an issue)?

Tomb Kings Incantations (pre-May) have special rules for how they work, not the Liche Priests using them. (or at least not that relate)

Lost in the warp while searching for a new codex

The shrooms works just fine for spells obtained by the wizard hat. Its simply stats that it must be eaten when a NG shaman casts a spell, not a spell from the little waaagh
