Anybody can see that Ld 9 psychic hoods suck... But how much do they suck
Pretty much every psyker is rolling with 10 Ld these days. This puts my poor, easily distracted Dark Angel Librarians at a large disadvantage.
If anyone could crunch the numbers and find an empirical value to their suckiness, I would be very grateful.

Well, I would call an increase in effectiveness of more than 50% pretty material. In addition, having LD9 makes it more likely that your powers will be cancelled. A LD10 librarian will cancel your power with probability 21/36 = 7/12 = 0.583. Thus, in a "battle of wills", an LD10 opponent will get off a power roughly 72% of the time versus you only 42% of the time.

It is, however, worth noting that Grey Knights will have a pretty heavy reliance on Ld8-9 psykers. This could make a lowly WH Inquisitor with a psyhood actually fairly useful in Imperial armies that either can't spare the HQ slot or points for a Lord, or like the total table coverage of the old school hood.
