The Summoning
This power can be used at the beginning of the Librarian's Movement phase.... The chosen unit is removed from the tablebletop and immediately placed anywhere within 6" of the librarian using the Deep Strike rules.


So let's say I had a unit walk on from reserves on my boardside turn 2, and I had a Librarian that deep strikes the same turn on the opponents side of the board.

Can the Librarian then summon the same unit to him?

See the BRB FAQ; start of turn powers cannot be used after you deepstrike in.

A: No. Unless specifically stated otherwise.

That's the right one.

7 Ork facts people always get wrong:
