Subject: Jump Pack Command Squad

In the standard Spess Mehreens codex, the Captain can take either a Jump Pack or a bike, but the command squad can only take bikes. Is there any reason for this?

I would assume, that the jump pack would be if you wanted to attach him to either
A) an assault marine squad
or
B) a vangaurd veteran squad.
