People have run the numbers and found that falchions are a worthless upgrade (on account of cost) if they only give +1A. +2A is the only way to justify them. Mind you the RAW currently seem to place them at +1A. Until an FAQ comes out, ask your opponents how they want to rule on this.
As your your units...
I'll start with the second team. Basically its fine if a little overboard on upgrades. It will generally do well in both tank and infantry hunting and will probably be able to win most assaults (unless the enemy has decent invulnerable saves or higher initiative). Don't worry about counter attack unless you drop them right in the middle of an assault focused army, other wise giving them scoring and scout are better uses of the grand master's ability. These guys will tear things up just fine without it.
That 8 hammer unit though... Wow, crazy expensive and crazy overkill. I can see the thinking of combat squadding them into 2 units of hammer death, but I really don't think its required. You are hyper specializing them as tank hunters, on account of the fact that they wont be good at fighting anything else. Everyone else you fight will go first, and every hammer you lose is a huge blow to this unit. 2 hammers is more than enough for tank hunting, and 3 will pretty much ensure you kill your target. Anything more is wasted points and overkill, even with combat squads.
Like I said, the hammer unit is almost useless against infantry, something they will have to fight more often than not. If I had to build 2 units of interceptors based on your selections, Id go for 2 of the falchions and hammer team. Expensive generalists that will perform well against most opponents.
