4x Kabalite Trueborn, 3 Blasters 108
TROOPS: 238
10x Kabalite Warriors 90
9x Wyches, Haywire Grenades, Hekatrix w/ Agoniser 148
TRANSPORTS: 210
3x Raiders, Dark Lance, Flickerfield
HEAVY: 230
2x Ravagers, Flickerfield 230
Total: 996
Completely new to Warhammer 40k, this is my first army list and would appreciate any feedback or any type of advice of how to improve the list or maximize the uses of the army. Thanks!

For a new DE general I'd suggest looking at my DE tactica (link is in my sig - it's not done (yet), but still has a lot of good ideas). A quick search for Dashofpepper or Ketara on the forums will also give you a lot of good advice, though Dash's writings are more tourney centric and might be a touch advanced for where you're at.
A few thoughts;
1. You do not need a 150 point HQ at 1000 points, the Duke is not good enough to be almost 1/5 of your army. I'd drop him in a heartbeat.
2. Trueborn w. Blasters are good - but their job is to basically give you an additional Ravager that isn't as good as a Ravager. I would never take Trueborn w. Blasters if I still had an open Heavy slot where I could just take a Ravager instead. It's cheaper, has better range, and is almost as destructive.
3. DE troop choices are awesome. Unlike Marines it is generally a good idea to take more than 2 Troops.
4. That Warrior squad in a Raider is not a good unit. The point of taking 10 man squads is to get access to the extra weaponry (lance/s.cannon) If you don't need/want that weaponry than you can save points and take less men.

For now Im just playing for fun.
I took a look at your Dark Eldar Tactica and its very insightful, I like the whole Kabalite Gunship setup.
I eventually want to form an army around Duke Sliscus seeing as he is my favorite character in the Dark Eldar lore but I understand your point at such a low point army.
Im guessing if I drop him and the TrueBorn I should pickup a Ravanger and as for HQ and Elite choice would and Archon with Incubi workout, not to mention setup another squad of Wyches or Warriors?
Im still somewhat lost when it comes to making the list but I greatly appreciate your help dude!

At 1000 points I tend to believe DE should stick to meat and potatoes, and I consider meat and potatoes to be Ravagers, Troop slots, and Haemonculi.
You could go with Incubi and an Archon, but I would submit that it would be a touch pricey and not really what you needed. As an alternate option an Archon running with Wyches is pretty much almost as deadly at this point level and has the added advantage of being able to claim objectives.
No worries on the advice, it's always good to see another player pick up the flag of Commoragh.

Allright so I went back to the drawing boards after reading your tactica and this is my new layout for the army:,

1x Venom, Splinter Cannon 65
HEAVY: 345
3x Ravagers, Flickerfield 345
total: 1,006
Only problem is Im 6 points over 1k and have no clue what to cut back. I was thinking of taking the Haywire Gernades off the second squad of Wyches and giving one of them Razorflails.

That's not a bad solution, and maintains your assault focus and your 3 Ravagers and two Raiders ought to do okay in picking up slack from any tank hunting chores.
I tend to often be a little more shooting focused. I ran a similar list at 1000 once, and basically what I did was have 6 man Wych squads, one less Haemonculus, and one additional Warrior squad in a Venom, came out to 1000 even as i recall.
Your new list would eat your old list's face

What Im trying to accomplish is finding a medium between assault and shooting, I rather have options than orienting my army to one direction.

I personally believe 1500 is the lowest point total anyone really starts bringing "balanced" lists to. At 1000 and less it's generally just a matter of bringing an army that can do something well, and hoping it does it well enough to kill the enemy. YMMV.
