Since Zone of Banishment is strength based, how does it effect a model carrying a frostblade? Would you count the frost blade model as having normal strength or do you include the +1 strength given by the frost blade for rolling making the model fail on a 6 instead of a 5.

Frost blades only take effect when you attack in close combat, as that is the only time that you USE a close combat weapon.

My friends reads it as a sttic effect since it's a plain +1 to your strength attribute and not strike at plus 1 strength.
Plus Stern uses his ability in the close combat phase instead of attacking normally so he would be in combat using it right thus benifiting from the bonus even if its not a static boost to stats, right?

HE only gets the bonus to strength when he is attacking. It is NOT a change to his statline.

Where is the rule that says it doesnt constantly boost his statline?

WHere is the rule saying it does? You remember this is a permissive ruleset, right?

You only use CCW during CC, and only when attacking.

like Nos said, you only get to use a boosted stat if you are told(directly or indirectly) that you may.

a GK with a Halbard wouldn't use his CC I6, but his standard I4.

if the bonus is something like a Psychic power and it is in effect at the time the test is required then you would get to use it.

So where is the rule saying that the +1 strength is not a static attribute modifier. Would you be able to give me a page number?

You're missing the point. You need a rule saying that +1 strength is a static attribute modifier for it to matter. The rulebook doesn't say a lot of things, it doesn't mean because it doesn't say them that you can do them. It doesn't say that Rhino's can't go 120" in the close combat phase, so you can?

40K is based around a permissive ruleset. You need to be told that you're allowed to do something to do it. To say that a power fist increases a model's strength to 8 at all times would mean that I could simply use my chainsword to hit at strength 8, ignoring the negative modifiers for wielding a power fist. Is that the way you believe it is supposed to work?
