i am starting a massive campain and i need to know if necrons fortifiy planets after killing its inhabitants
if so what shape and form does the planet take
is there plant life
is there still an atmosphere
etc
etc

Necron worlds ' Tomb Worlds' are usually dead worlds, or worlds with minimal life. Before the coming of the enslaver plague the Necrons wiped the life off of select planets and created tombs beneath the surface so they could let the 'plague' run it's course without being affected directly.
I doubt Necrons would fortify a planet, the whole point of the Necrons is they can't be pinned down. They could probably phase in defenses like Pylons or something similar. However, a Necron defended world would probably not look like a standard fortess world.

5 words: Necron Pylons and Tomb Stalkers.
Necrons don't fortify a taken world because once they slaughter a planet, they move on to continue the harvest. They might leave some Pylons if its a key point, but its doubtful. If it's a Tomb World, however, then expect Tomb Stalkers to be tunneling up and slaughtering, and for Pylons to materialise and start killing. Of course, if it's a Tomb World, you then have Warriors and Immortals and Destroyers and Flayed Ones and Scarabs and Tomb Spyders and Monoliths and Wraiths and Lords. So the fortification is irrelevant.
To answer your other questions, the world will be a desert, devoid of any and all life. There will still be an atmosphere because they don't affect the gravity of the world or purposefully remove the air, as it is not alive.

Apart from when they Harvest the population of those worlds.

a Tomb is definitly a fortified position.
Necrons probably arn't building any new Tombs though.
the Tomb can have a varity of forms, but it is mostly a labyrinth of tunnels and passages, lined with phalanxs of Warriors and Immortals ready to awaken at a word from their lord.
the Tomb will be dotted with Pylons, Monoliths, and power nodes.

You could have them taking and holding worlds while they repair or reconstruct teleport links that have been scavenged by other races. I think there is something about that in the Necron section of the rulebook fluff.
They could also be looking for looted necron artefacts taken by other races, or enslaving the worlds while they build a local soul-forge
