exarch WS 5 BS 5 S 3 T 3 W 1 I 6 A 2 LD 9 SV 4+

Fleet of Foot +10, Masters of Stealth +15

Exarch +15

22 points per model

Eldar have fleet across the board with the exception of a couple of units, so you wouldn't need to pay extra points to upgrade the unit to have fleet.

masters of stealth is similar to the striking scorpions ability, instead try this on for size and see how you like it, Displacement Field +20 - unit appears to be anywhere from 5-10 feet from their actual location. player may reroll failed saves, but must accept the results of the second roll even if they are worse than before. Displacement confers a 5+ invul save.

stat lines look good so no changes there, same for the points cost.

weapon is to strong for a pistol, even fire dragon fusion guns are bigger than pistols. I'd say:
Coldsnap rifle - range 12" str 5 ap 5 assault 1 - exarch may trade his Coldsnap rifle for a Whiteout Cannon with the following profile - range 24" str 7 ap 3 assault 2, pinning for +15, for dual Frostbane power weapons for +20, or power weapon and shimmershield for +20, or four close combat weapons for free.

Is this an elite?

Why take an aspect warrior with 4+ armor with a S5 AP5 R12 Assault 1 weapon

when you can take fire dragons with 4+ armor and S8 ap1 R12 Assaul 1, melta

for 6 points less per model?

Because in my example your not trying to replace the existing Aspect Warriors, your trying to find a new Aspect Shrine, that has advantages and disadvantages that the other Shrines don't have. In the above case, Fire Dragons don't have invul and reroll saves, so the new Aspect costs more to offset that advantage, the disadvantage of the Aspect is their limited range and lesser str and ap. It keeps things balanced and does not replace the need for Fire Dragons, unlike Forge World with the Shadow Spectres, who have made Dark Reapers an obsolete Aspect.

Hmmm, between scorpions and banshees it's hard to find a close combat niche these guys could fill. If they had 2 handed weapons like incubi, you could argue for a higher str power weapon unit with less attacks, but to me, throwing in some shooting and an invul saves doesn't match what the model suggests these guys are about.

For the op, I think you need to decide what you want them to do for you rules wise. If you simply want to include the models in you craftworld army, their feel would lend them to proxies for scorpions, i.e. Stealthy, high attacks, infiltrators etc. If you want completely different rules you need to find another niche for them that the above or banshees don't already cover.
