Preface: If this is answered frequently, sorry for posting it yet again.

Question: Belial and a unit of terminators is in a Landraider Reedemer. At the start of the movement phase the Land Raider is yet to move. Can I disembark the unit of terminators, move the land raider and then disembark Belial?

Assumption: They are a single unit at the beginning of the movement phase, so if I disembark the terminators then Belial also has to come out.

What do you guys think?

I'm going to have to disagree...

The rules for Transport vehicles explicitly allow you to disembark just the squad or the IC, or allow you to disembark both at the same time and move them off separately.

They don't specifically allow you to disembark one, move the vehicle and then disembark the other. Nor would the regular rules allow it... It falls into the same problem as the often suggested 'Move the IC away, move a different unit, and then go back and move the IC's former squad' tactic. The IC moves at the same time as the rest of his unit. He leaves the unit by moving away during the unit's movement. If you move just the IC, or just the squad, and then move onto a different unit, the IC and his squad have completed their movement for that turn.

So you can disembark the squad and leave the IC on board. He would have to wait until next turn to disembark though.

But the transport rules specifically allow you to disembark just him or just the squad at any given time. As disembarking is part of the squad's movement, it should be perfectly possible to jump the squad out, move them, then move the LR (which is, of course, a second unit), then disembark Belial (third unit).

I'm not seeing the problem here.

I agree with Mann - normally joining a unit with an IC is automatic and occurs at the end of the movement phase if certain conditions are met. The rules for transport vehicles state that he joins "as if the character was within 2" of the unit". The rule here is a little inconsistent as it can occur 'out-of-phase' (it happens immediately rather than at the end of the phase) but I believe that this reinforces their freedom to do so.

Normally moving an IC away from unit X does not cause unit X to count as moving, and leaving the unit also occurs during the movement phase rather than at the end of it. The fifth bullet point regarding moving ICs on p.48 highlights that the IC's movement does not cause the unit to count as moving whether he is leaving or joining... but it's possible to surmise that moving a unit to join/leave the IC does since an exception isn't made. It's too vague and really only specifically affects the following shooting phase.

I can see clear reasons why this maneuvre should be possible, and no clear reason why it should not.
