It is to do with Jet packs / Eldar Jet bikes, and their ability to always make an assault move of up to 6", even if they arent moving into assault

MOstly Tau Crisis Suits do this - they "jump" 6" forward, over terrain, shoot you, then jump backwards. Most prevalent in 4th ed when Area Terrain couldnt be seen through - this meant they could shoot you, then jump back out the way so you couldnt shoot them.

Less prevalent in 5th unless you have lots of LOS blocking terrain, such as intact buildings.

Don't warp spiders work that way as well?

As nosferatu1001 said, its an ability that Tau equipped with Jetpacks have. Basically means they can move upto their full movement in the movement phase, they can then shoot any weapons they are allowed to fire as normal. The model with Jetpack can then move upto 6" in the assualt phase in ANY direction even if not initiating an assualt.

The Eldar use a very similar method but because I don't know it precisely, I won't speculate other than to say it is a similar thing.

Their move is more random, however, and can result in one of the spiders getting lost. Because of this it isnt quite so reliable as crisis suits, for who the term really was invented for!
