I have 3 questions on locator beacons:

1: can you place the beacon when you deploy the scouts via infiltrate rules?

2: does the center of the model deep striking need to be deployed in the radius, or does just a portion of the model need to be in the radius?

3: does the beacon move when the scouts move, or is the placement permanent.

The locator beacon is not a separate model. It is a piece of wargear carried by a model in a unit, in the same way as "Scout Armour" or "Bolt Pistol." For all intents and purposes, the model "carrying" it is the locator beacon.

As for distances, the center model needs to have some part of its base within 6" (or whatever the radius is) of the model carrying the beacon.

I like throwing them in drop pods. People forget that there's a piece of wargar for DS targeting right near their front line.

That is a very good strategy, and people do forget it.

I have a couple of times had to remind a few opponents that their models with a beacon need to be on the table at the start of the movement phase for it to work so you cant deep strike one squad and then beacon in the rest safely that turn.

Also fun to throw on a scout bike squad. Turbo boost in scout move, then it's halfway across the table first turn. Good for guiding drop pods. If you can accurately land a pod with a DW launcher in it, then you are in business.

Mine only work for teleporting in :( if they worked like your I would love to be able to do that.

Are you sure? Locator works for DS and teleport. Homing beacon works for all.

Surprising number of units can take locator beacon when you take a close look.

Well Im glad you mentioned it I hadn't even realized I had the other one in my blood angels because its on the scout page of the book(and I really dont like the scouts).

As the other poster said, it's wargear on a model. It is never actually "placed". You just measure to and from the model which has the beacon.

Check out the bit on Measuring Distances at the front of the rulebook (page 3, maybe?). You measure from the closest edge of the base.

They have their place. They're designed for harassment; playwise and fluffwise. That is one of their many marvelous tools.

Actually, if it operates similar to the teleport homer, there is a small model representative of the upgrade that travels with the squad. It doesn't actually exist in the same way as a bomb squig for orks, or a weapons platform for Eldar. Gives you something concrete to measure from and doesn't vanish with a wounded squad member.
