I would like to see another non-vehicle race.
To elaborate, out of all the races in 40k, only 2 dont make use of vehicles. Tyranids, and Chaos Daemons excepting the soul grinder.
Seeing as I would expect a new race to add something new to the game, and all the foreseeable releases are pretty similar, an army that breaks the mold would be nice.
The Dark Eldar are a good example of breaking the mold, as they play very different from MEQ, but they still have vehicles.
Obviously this new race should not play like tyranids, or infringe on their 'bug' qualities. A warp-based race might be too similar to daemons. A lizardman analog rising up to fight the new necron menace (once the new necron book makes them a menace) might fit in with the old ones theme 40k has, and the 'old ones' bioengineering could allow for some inspiring models on the tabletop, with the machines being used more in a battlefleet gothic role. But then you have orks!
So in the end, I just cant see how GW could add a new and exciting race that defies current convention while also being fleshed out.
Now, with that said, what GW COULD do, is make a xeno book. This xeno book would not be one race and faction, but actually a large collection of micro factions. Catachan Devils? Check. Those bugs from Planet Murder? Check. Hrud? Check. Minor genestealer cult? Check. Grendel Star griblies? Check.
Your force would represent any one of a huge array of the minor players that inhabit the known universe, and the list would be set up such that your HQ choice grants access to a variety of units specific to that xeno race. No one HQ lets you take a real, full fledged army, BUT when you combine all the total choices you have 1.5 times the total units that a regular codex has.
The stealer cult, for example, would have the Patriarch as the HQ. He opens up cultists as troops, genestealers as elites, ymgarl as heavy support, and limos as fast attack.
The Kroot merc xeno force would be lead by a Master Shaper, who opens Kroot carnivores as troops, gnarlocs as heavy, stalkers as elites, and vultures as fast attack.
Does this result in some wierd combos? Of course! Wierder than whats already allowed? Not at all... daemons get along with one another, the imperial guard now have imperial navy under their command, Daemonhosts can be joined by a grey knight grand master, ect.
