Is there anyway to get it besides buying the starter set? I like all the fluff in the main rule book, but the portability of the mini rule book is nice.

Ebay, the Dakka Swap Shop. That's how I got mine.

The AOBR set sold gakloads because it has some pretty good starter armies in it and it pretty well priced for what it contains. It also contains the only plastic Ork Deffcoptas which GW have, for some reason, not boxed and put on shelves.

There's lots of spare AOBR rulebooks floating around for cheap on ebay and the like. I wouldn't be surprised if there was an Atari ET style landfill of them eventually.

I threw a post up in the DAKKA swap shop and got a bunch of hits real fast. A few days later my 2nd rulebook arrived at my door step. They are fairly easy to get ahold of, and pretty cheap too
