Can a Locator beacon work inside a vehicle?

For example unit of scouts with LB riding a RzB? Would it provide 6"bubble? IF so measured from its hull?

Yes; page 67 from memory deals with needing to measure ranges to / from a unit embarked in a vehicle. You do it to / from the hull

But the question is if it can work this way... as scouts with LB would ride in RzB could you deploy DSing stuff within 6" from RzB. Or you would need to disembark those scouts?

"Yes" was the first word I used, and i then gave you the page number (from memory) where the rule governing measruing to / from units embarked in vehicles is found which is what allows you to do it.
