Stormtroopers. Scrub a Veteran squad or two for a platoon. I don't know, I find it difficult making an all-veterans list at 2.5k.

heavy support is definentlly taken up and banewolves suck unless in a group of 2, would squadroning 2 of the vendettas and using the 2 squadroned ones as the remaining vet squads, then 1 with storm troopers be a good idea, and then take 2 banewolves ??

You could use Commander Chenkov with a boatload of conscripts (get fifty of them with Chenkov for a total of 325 pts) sure in killpoints it will bugger you over but common who wouldnt love to continualy send in wave after wave of men who will crush almost anything in there path due to sheer weight of numbers

yarrick, 5 ogryns, and put them in a chimera. maybe add an astropath/master of the fleet/ master of ordnance to the command squad, give them cammo cloaks.

Give plasmas to your CCS and add in another another one. Get chimeras for those three vet plasma squads. Add two 5 man squads of melta/plasma stormies or PBS in a chimera. Looks like a good list though.

Stormtroopers are expensive as hell for what they do, yes. But they have a huge amount of tactical flexibility that most players tend to write off an ignore. Remember that a unit with 'scouts' confers the special rule to their transports so you have a lot of options. Deploy in transport and scout move, deploy separately, deploy in reserves and outflank or DS. Lots of options there to get two special weapons right where you need them as well as contest objectives on side edges easily.
That being said, there are really only 3 builds that are worth taking IMO:
1) x5 Stormtroopers, x2 Meltaguns, Chimera
2) x5 Stormtroopers, x2 Plasma guns, Chimera
3) x5 Stormtroopers, x2 Meltaguns
