Step 1: A Chapter or individual will usually have some kind of problem or frustration with the Imperium in the first place.
Step 2: Chaos will nag at this frustration as the alternative
Step 3: Chaos' influence over the chapter/individual will grow to the point where they will cast aside their loyalty to the Imperium. Some with then pledge loyalty to Chaos while others will simply start to rebel against the Imperium and slowly descend into Chaos. In some cases however, the corrupted individual will still be loyal to the imperium and not aware that they're heretical, as was the case with Inquisitor Quixos.
Step 4: After these corrupted individuals start causing enough mayhem, the Adeptus Terra will notice and declare them heretics/renegades.
Generally it takes the chapter attacking Imperial stuff to get them declared renegade, and that's how it usually happens. But if they're caught like worshiping Daemons or w/e that would suffice too.
