I saw two separate players at my FLGS doing this, and while I personally don't like the SR, it seems fair to me.

There was a spurious comment in a WD a few months ago which apparently allow other marine chapters to take the SR.
As a BA player im not for it (i know, i know, im a little selfish, so wot?  ) but thats just me.

It's rumored to be coming in the next Marine's dex. Makes sense to me though. If a Marine player asked me before hand if it was ok, then I'd probably let them.

I've created one for the Deathwing for use in apocalypse games and I've heard that it'll be in the next codex or the crazy summer of flyers WD thats coming.

I think the 'raven should be available to all standard chapters at least. And perhaps GK should get access to Caestus Assault Rams...

Depends on the player. If he is a dick, no lol.
Though my opinion is play your dex. If you have the SR in your dex, you can run it. If you don't, then no you can't.

Would it be Heavy Support( BA) or Fast Attack( GK) or both or either?

You can proxy it as a Caestus for the time being until they get dedicated rules. Comparing the two models side by side, the Storm Raven isn't too much smaller than the ram.

when the Storm ravens sales slow down, and right now they are not due to the BA and the GK being new codexes. give it a year or maybe less, and when the sales are slower that rhinos, i wouldnt be surprised if GW releases a FAQ to allow it on the other SM chapters.
