My Friend is starting a CSM army and he likes Tzeentch and I wanted to know if the Thousand son kits were all metal or not

No quite all metal, the bolters and such arent. The torsos, legs, arms, heads and pretty much all of it is metal.

Kits are plastic and metal

Plastic CSM torsos and legs. Metal heads, shoulder pads and a couple of tabards and boltguns.
