The question is simple with steed of shadows not specifying models on foot only will it be possible to make mounted characters, even ones on monsters, fly?

steed of shadows is an augment spell that can be cast on the wizard or a frendly charecter within 12". the target immediatly makes a move using the Fly special rule as if it were the remaining moves sub-phaze
The supposed loopholes.

(BRB page 105) If a character has a ridden monster, the whole model is treatrd as having the troop type monster and follows all the rules for both characters and monster models.
