I am confused why some stuff for stats has a number in parentheses.

Example. My DC dreadnought has a attack stat of 3(4). I used the two blood talon option so how many attacks does he get?

The (4) means they already added the one bonus attack for two DCCW(blood talons). Numbers in () are always additions from wargear.

A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

as the number in brackets applies if he has 2 Close Combat Weapons, in this case he does, so 4 attacks he gets with 5 on the charge.

That is Correct someone else yes?

I would(and do) play it as 4 attacks, with +1 on the charge.

This is correct; no such rule exists that states anywhere that the Parenthetical is taking into account the second DCCW; it is merely a Value that you use, and then get your bonus attack, you do not get your additional bonus attack if you replace 1 DCCW with a gun; but you do still get the parenthetical value.

The Orks codex does specify that a 3rd and 4th DCCW each adds an additional attack to the Deff dreads attacks(along with the 1 for starting with 2 DCCWs); so a Deffdread with 4 DCCWs gets 6 attacks, 7 on the Charge(3 base, +1 for the Stock 2 DCCW, +1 for the 3rd DCCW, +1 for the 4th DCCW= 6, then you can take that 6 +1 for the Charge=7).

Actually it isn't for attacks, only for toughness. But if you look across codices, it is always used to represent a bonus provided by wargear.

The parenthetical number does indicate an increase granted by wargear/equipment/weapons.

Due to GW's editorial failure, this is not actually explained in the 5th ed rules in relation to Attacks, only in relation to Toughness. But as Jidmah said, if you're a newer player you can figure it out from context.
