Used to be that Leadbelchers(and Ironguts?) could be taken as Rare choice(and Maneaters as 2 Rare choices) for armies that had the option of Dogs of War. However, Dogs of War are removed and we are told to ignore all references to them via the current rounds of FAQs.

They make great unit fillers. It fits the fluff too since the empire uses ogres. It's just that the rules don't support allies anymore.

You can take them, there are no restrictions on allies now except the three types shown in the BRB, the only thing is that the army which has the character with the highest leadership is considered to be the 'main' race from the BRB perspective (because that model is the general)

Just as a side note, Warriors of Chaos can take ogres as a special choice. If you are not married to Empire you could take them that way.
Otherwise I second the unit filler option. The 40x40 bases will fit in nicely with the 20x20 empire bases. Plus it will save on painting infinite little men
As to allies, that is ONLY relevant for games with >2 players. So you can't have multiple army books' armies under one player. Unless of course your opponent says it is ok, but by that standard everything is legal.

actually, the rules support Allies partly.
you just have to take 2 legal armies. you could have an Ogre Force AND a Empire force. both would have to meet the Army composition requirements though.

Pretty certain that is not the case. The section on choosing your army starting on page 132 always refers to your army book in the singular, and never mentions the option of using two books so long as both armies are legal on their own. The allies section makes mention of multiple armies per side, but on the basis of having multiple players per side.
Do you have a page reference that says you can field as many armies as you would like so long as each one meets army composition requirements?

No page reference.
but this is an extrapolation of those rules. simply having one player for multiple armies.

Which the rules don't allow for, only allowing multiple armies per side if you have multiple players.
I mean hey, if you and your friends want to run it that way, cool. I like the idea of allied armies myself. However, the rules don't let you do that 1v1, so don't go to a pick up game or tournament and expect to be able to.
