In terms of power and respect probably Adabbon. Despite how mocked he is on these forums, in the fluff he seems to command the respect of all other CSM'.
The Chaos Primarchs no longer count as marines imo, they're Daemons now. Except Omegon anyway whose status is unclear.

I don't know if he counts, but I love Eliphas the Inheritor, in both Dawn of War games but especially in Dark Crusade. He has a sharp wit you don't see often in the 40K universe and he's been able to escape death and eternal damnation numerous times even when he loses. He's also an inspiring and capable leader, sort of like a crusader for evil (hence the title of the game). I wish there were more Chaos Lords like him, instead of the incompetent drama queens that so many others are.
