Let's say a unit of 30 boys assaults a GK purifiers squad, they pass the test for winds. Now only 15 boys make combat, do all 30 boys get rolled to wound or just the 15 in combat?

As for your question its the whole unit, plus any other units you have in the same CC.

Cleansing flame does not care about how many models in the enemy unit are engaged (as long as there's one!), it wounds every model in each unit in the combat.

In fact, it hits every single model in the same combat! So it could theoretically hit models that the purifier unit isn't even engaged with.
