My question is: If a vehicle pivots does that count as moving for the purposes of CC? ---you have to hit on 4's instead of the autohit?

No, pivoting by itself does not count as movement, as you can still pivot on the spot and fire all of your guns.

I'm trying to find the wording for it in the rulebook/faq, which I'm failing at, but I believe it stated that pivoting does not count as moving for the vehicle, but DOES count as moving for the unit inside the vehicle.

Rule book page 57:
"Pivoting on the spot alone does not count as moving..."
Page 66:
"Models firing from a vehicle count as moving if the vehicle moves..."
So it is fine to pivot.

I believe it was in one of the FAQ's, I just don't have time to look at the moment, when I'm not at work I'll see if I can find it.

It's not, you are thinking of disembarking. Pivoting counts as the vehicle having moved for disembarking units.
